HUD Working Paper on Affordable Rental Housing Jan 28

This recently released HUD paper supports the arguments in our campaign's vacancy paper  that affordable rental housing is clearly segmented from the higher-end rental market, and that those who cannot currently afford homes are currently doubled-up.
