Background

The A.C.T.I.O.N. proposals we need to include in jobs legislation are:
  1. Extend the Low Income Housing Tax Credit (Housing Credit) exchange program to include bond-financed housing
  2. Increase the Housing Credit carryback period to 5 years for new housing and qualifying existing housing
  3. Expand the Housing Credit investor base by permitting Subchapter S, LLCs, and closely-held corporations to utilize the Credit
Why the A.C.T.I.O.N. Proposals are Needed
These critically needed proposals will:
1. Provide needed affordable housing to low-income Americans nationwide
  • Without any action, 60,000 new affordable apartments may be lost annually.
  • With Congressional action, 138,000 new affordable apartments could be constructed or rehabilitated through 2011.
2. Create and protect local jobs
  • Without any action, as many as 70,000 construction jobs may be lost annually.
  • With Congressional action, 160,000 jobs could be created or saved through 2011.
3. Help stimulate the economy
  • 12 billion in local income
  • $1.2 billion in revenue to states and localities
  • $3.4 billion in federal revenue
